Top 50 Product IT Companies in Ukraine: Winter 2025 Ranking

The DOU portal has published an updated ranking of Ukraine's largest product IT companies, evaluating them based on the number of technical specialists. This ranking helps track market changes, understand industry dynamics, and outline prospects for the Ukrainian IT sector.
Despite global and local challenges, Ukrainian product companies continue to grow, expand their presence in international markets, adapt to changes, and strengthen their positions.
Top Companies and Their Market Impact
The leader of the ranking is Evoplay, a company specializing in innovative GameDev and iGaming solutions. As of 2025, Evoplay employs 1,698 technical specialists, the highest number among Ukrainian product companies.
The second and third positions are held by Ajax Systems and Genesis, each with 1,200 technical specialists.
– Ajax Systems is a leader in security system development, actively expanding its production and exporting products to dozens of countries. The company holds a strong position not only due to its technical expertise but also because of its significant business growth.
– Genesis is one of Ukraine’s largest product IT holdings, managing a diverse portfolio of businesses in digital media, mobile apps, and marketing technologies.
Rounding out the top five are Petcube (innovative pet gadgets) and MacPaw (software development for macOS and iOS). Both companies are internationally oriented and continue investing heavily in technology.
Total Workforce and Company Scale
When considering companies not just by the number of technical specialists but by total employee count, the ranking shifts slightly:
– Ajax Systems is the largest product company by total workforce, employing 3,900 people.
– Genesis follows with 2,815 employees.
– Evoplay ranks third with 2,613 employees.
These figures highlight that many product companies have well-developed marketing, sales, and customer support departments, positioning them as global players rather than purely engineering hubs.
IT Company Growth Dynamics
Analyzing market trends reveals mixed growth dynamics:
– 40% of companies grew in 2024, with 12 actively expanding their teams and five increasing their workforce moderately.
– 26% of companies maintained stability, neither expanding nor reducing their teams.
– 35% of companies experienced workforce reductions, reflecting market challenges and the need for adaptation.
Among the companies that added over 100 technical specialists in a year, Evoplay, Ajax Systems, and several other tech firms led the growth.
Product IT Divisions in Non-Tech Companies
Beyond traditional IT firms, the ranking includes large IT departments of non-tech companies that develop proprietary technological products.
– Vodafone Ukraine has the largest IT department among non-tech companies, employing 580 technical specialists.
– Rozetka, one of Ukraine’s leading e-commerce businesses, has around 550 technical specialists.
These numbers underscore the importance of IT teams not only in purely tech companies but also in telecommunications and e-commerce sectors.
Geography of the IT Industry: Kyiv as the Development Hub
Kyiv remains the key hub for product companies:
– 43 out of the 50 largest companies have offices in the capital.
– Lviv and Dnipro are gradually increasing their roles as regional IT centers.
Despite challenges related to war and talent migration, the Ukrainian IT sector continues to adapt, with some companies even expanding their hiring geography, including in European markets.
The Most Popular IT Product Segments
The product IT market in Ukraine covers diverse industries, with the most significant segments being:
– GameDev & Gambling – a dynamic sector that quickly adapts to changes and remains one of the strongest.
– Telecom – a stable industry requiring high-level technical expertise.
– E-commerce – a rapidly evolving sector implementing automation and innovative solutions.
– Mobile Apps – a growing field catering to a global audience.
These areas are strategically important for Ukraine and are expected to drive further IT ecosystem development.
Prospects and Future Trends
More than half of the surveyed companies plan to actively hire new specialists in 2025, signaling a positive outlook for the market.
In total, the 50 largest product IT companies and IT divisions currently employ nearly 25,000 technical specialists.
The ranking data reflects the state of the industry as of January 1, 2025, based on company surveys conducted in January-February 2024.

The Ukrainian product IT sector remains resilient, competitive, and innovative. Despite global challenges, many companies continue to expand, grow their teams, and enter new markets.
Trends indicate that adaptability, technological expertise, and strategic planning are key factors for success.
While challenges remain, industry growth persists, and Ukrainian product companies continue strengthening their positions in the global IT sector.
